IC Registration


Overview
Singapore Citizens and Permanent Residents who reach the age of 15 must register for their Identity Cards (IC).

Procedure

  • A notification letter with the pre-printed forms will be sent to the parents of the eligible registrants two weeks before their date of birth informing them of the registration exercise.
  • The parents may then update their registrant's particulars (if any) on the pre-printed form;
  • The registrant will be required to come in person to IC Section, Citizen Service Centre, 3rd Floor, ICA Building to submit the updated application form together with a recent photograph.
  • Parents are not required to be present on the day of registration.
  • ICs will be produced based on the particulars stated on the updated application form and will be sent to the registrant's school, which can be collected on the 3rd week of the following month.
  • Alternatively, if the registrant is not schooling or schooling in a private institution then he/she will collect the IC (in person or by proxy) at IC Section seven working days after registration.

Documents Required
The following original documents are required:

  • Foreign/Singapore Birth Certificate
  • Citizenship Certificate, if any;
  • Student Identification Pass, if any;
  • Photocopy of both parents' ICs;
  • 1 recent passport sized colour photograph which meets the following requirements:
    • The photograph image must be taken within the last 3 months;
    • The photograph should be in colour, must be taken against a white background with a matt or semi-matt finish;
    • The photograph image must show the full face and without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide the facial features);
    • The photograph cannot be taken in uniform.

The following original documents are required for Permanent Residents only:

  • Entry & Re-Entry Permits;
  • Expired & valid passports;
  • Certificate of Identity, if any; and
  • Malaysian IC, if applicable

Other additional original documents required are:

  • Baptism/Religious certificate for insertion of religious name;
  • Deed poll for change of name.
    (Note: Parents must execute the deed poll if the registrant is below 21 years of age.)

Fees
The registration fee is: S$10 for Singapore Citizens and S$50 for Singapore Permanent Residents. This is to recover part of the processing cost of an IC. Payment by NETS/CashCard/EZlink Card upon registration.

Processing Time

  • Registrants who are in government or government aided schools would have their ICs sent to their respective schools by the 3rd week of the following month.
  • Registrants who are not schooling or schooling in private institutions will collect their ICs from IC Section, Citizen Services Centre, 3rd Floor, ICA Building, 7 working days after the date of registration.

Peak Period to Avoid
The National Registration Office is generally at its busiest on Mondays, Fridays, Saturdays, during school holidays and on the days before and after public and school holidays. The peak hours are after 2.30pm on weekdays and after 11am on Saturdays and school holidays. There is generally a larger crowd in March, end May, June, end November and December. While every effort will be made to attend to each application as quickly as possible, waiting times may be longer during these periods.
