Change of Address
(Residing in Singapore)
Overview
Under the National Registration Act, an Identity Card (IC) holder
is required to report his change of residential address within 28
days.
A new set of procedures for reporting changes of addresses has been
implemented since 1st April 2008.
The change of address is a free service and does not require any
payment. Once the address is changed, the old address will be obliterated
by cutting grooves across it by using a special metal inscriber.
It will be further marked out with permanent ink. A sticker showing
the new address would then be printed and pasted onto your existing
IC. If you wish to apply for a new IC reflecting your changed address,
you may register for one at the ICA Building. A replacement fee
of S$60 is payable. This is the processing cost for a new IC.

Procedure
Documentary evidence
showing your new address is required, before your IC can be updated
with your new address. This is a security measure to prevent errant
IC holders from falsely reporting changes of addresses. For you,
the IC holder, this requirement will help to prevent errant IC holders
from reporting your residential address as their own.
The list of documents which can be accepted as documentary evidence
for reporting a change of address is as follows. The document submitted
should be addressed to reflect the full name of the NRIC holder,
stating the new address:

If you have any of the above documentary evidence,
• You may proceed to the IC Section, Citizen Services Centre,
3rd Floor, ICA Building or to any Neighbourhood Police Posts (NPPs)
/ Neighbourhood Police Centres (NPCs). You should bring along your
current NRIC, with the documentary evidence. The ICA or Police officer
will show you a print-out with your personal particulars to verify
the information in the print-out.
• Once the information has been confirmed, the old address
will be obliterated by cutting grooves across it by using a special
metal inscriber. It will be further marked out with permanent ink.
A sticker showing the new address would then be printed and pasted
onto your existing IC.
If you do not have documentary evidence,
If documentary evidence of your new address is not available, you
will have to:
• Submit an application to ICA to enable us to mail a letter
to your new address, which you can use as documentary evidence.
The application can be submitted online (click here).
You can also submit the application at the IC Section, Citizen Services
Centre, Level 3 of the ICA Building, or at any of the Neighbourhood
Police Posts/ Neighbourhood Police Centres.
• A letter will be sent to you at your new address within
7 working days.
• Bring the letter along with your original IC to the IC Section,
Citizen Services Centre, Level 3 of the ICA Building, or at any
of the Neighbourhood Police Posts/ Neighbourhood Police Centres
within 14 days.
• The ICA or Police officer will show you a print-out with
your personal particulars to verify the information in the print-out.
• Once the information has been confirmed, the old address

metal inscriber. It will be further marked out with permanent ink.

onto your existing IC.

About OSCARS
When the above procedures are completed, participating government
agencies and statutory boards will be informed of the change of
address through OSCARS, so that you can receive mail from these
agencies at your new address. OSCARS is a One-Stop Change of Address
Reporting Service system that informs participating government agencies
and statutory boards of your change of residential address. Several
agencies under OSCARS impose a maximum reporting time that is shorter
than the 28 days required for updating your address on the IC. For
example, if you own a vehicle, the Vehicle Registration Unit requires
you to report your change of address immediately. Hence, you are
advised to notify these agencies separately. (Click here

Also, OSCARS does not change your mailing address. When you shift
homes, you should inform your correspondents of the change in address.
You may wish to apply to Singapore Post for assistance in re-directing
mail from your old address to your new one.
You should also notify the private institutions and non-participating
government agencies with which you have dealings with separately.
